2013年世界代表大會之後的感想

[a]nd let them stretch out the
curtains of your dwellings; Do not
spare; Lengthen your cords, [a]nd
strengthen your stakes. For you shall
expand to the right and to the left,
[a]nd your descendants will inherit
the nations, [a]nd make the desolate
cities inhabited.” (Isa 54:2–3)

2要擴張你帳幕之地，張大你居所的幔子，不要限止；要放長你的繩子，堅固你的橛子。
3因為你要向左向右開展；你的後裔必得多國為業，又使荒涼的城邑有人居住。

On May 14, 1948, the land of
Palestine hoisted the flag with the
Star of David and the nation of
Israel, which had been non-existent
for almost two thousand years, was
officially re-established. However, on
a spiritual level, the above prophecy
applies to the revival of the true
church, the spiritual Israel.

1948年五月14日，巴勒斯坦的土地上立起了大衛之星的國旗，
以色列這個國家，在已經消失了幾乎二千年之後，在那時正式重新建立了。
然而，在屬靈層面而言，上面的預言也適合用在真教會的重新建立，指的就是屬靈的以色列國。

At the end of the apostolic era, God
withdrew the Holy Spirit because the
truth had been changed. However, in
line with biblical prophecy concerning
the revival of the true church, the
Holy Spirit re-established the true
church of the end times under the
name of True Jesus Church in Beijing,
China, in 1917. Since then, the church
has been growing and through the
Lord’s guidance, she is now found all
over the world, fulfilling the biblical
prophecy that “this gospel of the
kingdom will be preached in all the
world as a witness to all the nations,
and then the end will come” (Mt
24:14).

在使徒時候結束的時候，神收回了聖靈，因為真理已經被改變了。
然而，按照聖經有關真教會復興的預言，聖靈 1917 年，在中國北京以真耶穌教會的名，
重新建立末後時期的真教會。
自從那個時候開始，有神的指引教會一直成長，現在她在全球各地都可以看見，

Entrusted with God’s commission
to preach the complete gospel of
salvation, and guided by the power
of the Holy Spirit, our early workers
expeditiously spread the gospel.
They prayed and worked together,
and with one accord, held meetings
to discuss, plan, and promote the
work of evangelism.

因為被神託負了使命，要傳揚得救全備的福音，
並且有聖靈力量的指引，我們許多早期的工人很快速的把福音傳開來。
他們一起禱告和工作，大家同心，舉開會議來討論，計劃，和推動福音的工作。

During a delegates’ conference in
Nanjing, China, in 1926, the delegates
passed resolutions to establish a
system of general assemblies, to
start theological training courses, and
to have church publications. These
decisions had a far-reaching impact
on church development, with the
gospel spreading rapidly throughout
China and to other parts of Asia.
However, from 1950 onwards, due
to internal political turmoil, the
church in China lost contact with the
churches in other parts of Asia.

在1926年中國南京的信徒代表大會，
許多代表通過決議來成立一個有系統的總會，
來開始神學訓練課程，和製作教會的刊物。
這些決定，對教會的發展上面，有很深遠的影響，
隨著福音很快的傳播到整個中國和其他亞洲地區。
然而從1950年開始，因為內部政治的動亂，
中國的教會與其他亞洲的教會失去了連繫。

In 1967, the General Assembly
in Taiwan hosted the first World
Delegates Conference (WDC),
attended by church delegates from
countries where the True Jesus
Church existed. Shortly after, the
International Assembly (IA) was
established to co-ordinate the
church’s overall human and material
resources. Subsequently, the mission
of evangelism was actively advanced,
and the gospel reached all five
continents. When China re-opened
its doors to the world in the 1980s,
the church in China was revived,
many China brethren emigrated to
other countries, and the church as
a whole continued to expand. God
guided and blessed each of these
developments. We believe that the
complete gospel will continue to be
preached to the ends of the world.

在1967年，台灣總會舉開了第一次世界代表大會 (WDC),
來參加的代表，都是那些有真耶穌教會存在的國家。
短暫時間之後，成立了國際聯合總會來協調整體教會的人力及物質的資源。
後來，傳福音的工作很活躍的進行著，福音傳到了五大洲全部。
在1980年代中國再度對外開放時，中國的教會就重新復新了，
許多中國的弟兄姐妹外移到許多其他國家去，整體而言教會也跟著擴展開來。
神一直帶領和祝福這些的每一個發展。
我們相信，全備的福音將會一直繼續傳下去，直到世界的末了。

Last year, the WDC was held from
March 26 to April 7, 2013, at Irvine
Church, Los Angeles, California,
in the United States. This was the
second WDC held in the US, and local
brethren invested much time and
effort in preparing for the meeting.

去年，從 2013 年三月26日到四月7日，在美國加州洛杉磯爾溫教會舉開世界代表大會。
這是第二次在美國舉開的世界代表大會，當地的弟兄姐妹撥出很多時間和精力來準備這次的會議。

Currently, the WDC is held
every two years; with each session
lasting for approximately two
weeks. The program includes the
IA Standing Committee Meeting,
IA Executive Council Meeting,
IA Truth Research Committee
Meeting, the IA Evangelical and
Pastoral Work Symposium (also
called IA Holy Work Symposium),
the WDC, the International Youth
Ministry Committee Meeting, the
Internet Ministry Program Advisory
Committee Meeting, and many other
activities, including visiting local
churches in the vicinity.

現今，世界代表大會每二年舉行一次；
每屆舉行大約持續二個禮拜。
其中的活動，包括聯總常務會，聯總負責人會，聯總真理研究委員會，聯總福音及牧養聖工專題研討會(也稱為聯總聖工研討會)」

The theme of the WDC 2013,
“Increase the Nation, Expand all the
Borders of the Land” (Isa 26:15),
followed the previous theme,
“Succession.” Discussions focused
on advancing God’s kingdom by
rapidly spreading the complete
gospel to all parts of the world and
by preparing to welcome the Lord’s
second coming. While the church
is approaching her centenary, she
faces a fast-changing society, which
greatly impacts individual believers’
faith. It takes foresight in the pastoral
and evangelistic work to strengthen
the believers’ faith and to promote
church growth.

2013年世界代表大會的主題是，"增添國民，又擴張地的四境。"(賽 26：15)，接續著之前的主題"繼承"。
討論集中在藉由快速傳揚全備的福音，到世界上的全部地區，以及準備好迎接主的第二次再臨，來進入神的國度。
當教會發展的時候已經接近快一百年，她正面對一個快速改變的社會，這種情況大大的影響各別信徒的信仰。
在牧養和福音的事工上，需要有遠見，才可以加強信徒的信心，並且促進教會的成長。

To address this, the IA has designed
a series of sub-themes under the
broader topic “Global Development
of the True Jesus Church” that are
to be discussed during Holy Work
Symposia. At the WDC 2013, the
discussion focused on the “Review
and Outlook of the True Church on
Her Centenary,” and the conference
participants contributed their ideas,
knowledge, and experiences, which
will subsequently be organized into a
special publication.

要說明這一點，聯總在國境主是之下，又設計了一系列的副主題"真耶穌教會全球發展"，會在聖工研討會之中詳盡討論。
在 2013年世界代表大會的時候，討論集中在"真耶會百年的回顧及展望"，
參加會議的代表，大家都提供自已的想法，知識，和經驗，這一切接下來都會被整理成一本特殊的刊物。

REFLECTIONS ON THE WDC 2013

A Sound Church Organization 健全的教會組織

The church is a spiritual body and
must be organized in accordance
with the Bible. The Truth Research
Committee (TRC) has previously
passed a resolution that church
organization must not go beyond
biblical principles. We must care for
the household of God as servants
entrusted with a commission, with
the truth as our guiding principle. In
addition, the church’s organizational
principles should follow the spirit of
Jesus in managing His household (Mt
20:25–28; Mk 10:42–45): willingly,
and not to lord over those entruste
to us but to be examples to the flock
(1 Pet 5:1–4; Acts 20:28–30).

教會是一個屬靈的肢體，一定要在符合聖經的道理下組織起來。
真理研究委員會(TRC)之前已經通過一個決議，教會的組織一定不能超越教會的原則。
我們一定要小心照顧神的家，就像是被負予委託的許多良善的僕人，用真理來作為我們的指導原則。
除此之外，教會組織的原則，應該順服耶穌的精神來管理祂的家(太 20：25-28；可 10：42-45)：
出於甘心，也不是轄制所託付你們的，乃是作群羊的榜樣。(彼前 5：1-4；徒 20：28-30)

The early apostolic church was
established on the foundation
of the apostles and prophets. As
the gospel spread, churches were
established in more places. Locally,
ministers were ordained and workers
were also sent to guide the local
churches to become independent.
As the number of churches gradually
increased, Jerusalem and Antioch
became coordination centers for the
holy work.

早期使徒教會是在使徒和先知的基礎上建立起來的。
當福音四處傳播的時候，教會也在更多的地方建立起來。
在每個地方，按立了許多傳道者，而福音的工人會被派去指導地方教會可以變得更加獨立。
隨著教會的數目逐漸增加，耶路撒冷和安提阿成為聖工的協調中心。

Today, the church’s development
is the same. When a new church
is established, we need to first
cultivate the pillars of that church,
and help her to be self-governing,
self-financing and self-propagating.
As the number of churches increase,
coordination boards and general
assemblies are established, serving
as coordination and communication
hubs. The IA is similarly established.
At present, the IA comprises seven
general assemblies, six coordination
boards, and a number of IA directed
missionary regions.

今日教會的發展也是同樣的。
當一個新的教會成立，我們需要首先牧養教會的柱石，幫助她可以自養，自立，自傳。
隨著教會的數目增加，協調連絡委員會和總會就成立了，可以來成為協調和溝通的中心。
聯總也是以同樣的方式而成立。
到目前為止，聯總是由七大總會組成，有六個協調委員會，還有一些聯總直接負責的福音工作區域。

The bi-annual WDC serves as
a platform to discuss the truth,
coordinate the holy work, and
provide mutual support. During
the WDC, workers are elected to
plan and execute the holy work.
Currently, IA has six departments and
two offices. One office is located in
Taiwan (Eastern hemisphere) while
the other is based in the United
States (Western hemisphere).

二年一次的世界代表大會，成為是一個討論真理的平台，協調聖工，並且相互提供支援。
在世界代表大會期間，會選舉工人來規劃及執行聖工。
目前，聯總有六個部會，二個辨公室。
一個辨公室設於台灣(東半球中心)，而另一個是設在美國(西半球中心)。

As “the harvest is plentiful, but the
laborers few,” the IA has responded
to the need for more workers by
providing different types of training,
including the active recruitment
and training of full-time preachers
and volunteers for the pastoral
and evangelistic work. During the
WDC 2013, the IA has increased
manpower in each IA department
by also electing deputy directors
to each IA department to ensure
smooth progression of the holy work
and provide additional channels of
service. Working groups were also
established to facilitate training and
preparation of future workers.

因為"要收的莊稼很多，但收割的工人很少"，聯總藉由提供各種不同類型訓練，
對於需要更多工人的請求作了回應，包括主動積極召募和訓練全職傳道者，以及可以牧養和傳福音工作的義工。
在2013世界代表大會期間，聯總也藉由每個部門選出副部長，來增加每個聯總部會的人力資源，
確保聖工的順利進行，提供服事的額外管道。
也建立了許多工作小組，來促進未來工人的訓練和準備。

Hold Fast to the Truth, Keep the
Unity of the Church

堅守真理，保持教會的聯合

The church is the pillar and ground
of the truth (1 Tim 3:15); in order to
grow, she must also come to the unity
of the faith and to the measure of the
fullness of the stature of Christ (Eph
4:13). God’s servants must speak
the oracles of God, rightly dividing
the word of truth, so that man may
return to learn righteousness, do
good deeds, and be saved (1 Pet
4:11; 2 Tim 2:15). The church must
guard against heresies and false
teachings—altered truth that seems
to be right on the surface—for these
will corrupt our faith, hinder the unity
of the church, and cause the church
to lose the presence of God (1 Tim
1:3,19; 4:1,6; 2 Jn 9).

教會是真理的柱石和根基。(提前 3：15)
為了可以成長，她一定也要在真道上同歸於一，滿有基督長成的身量。(弗 4：13)
神的僕人一定要按著神的聖言講，按著正意分解真理的道，這麼一來，
人才會回頭，明白公義，行善事，並且得救。(彼前 4：11；提後 2：15)
教會一定要警慎防範有關異端和錯誤的教導 - 變造的真理，表面看起來好像是對的，
但是這些會敗壞我們的信仰，阻擋教會的合一，並且導致教會失去神的同在。(提前 1：3，19；4：1，6；約二 9)

Our church’s basic beliefs were
given to our early workers through
the revelation of Christ (Gal 1:12).
Every revelation must be thoroughly
examined to determine whether
it is from God and in accordance
with the Bible. If it has an adequate
biblical basis, we should earnestly
preach and keep this teaching. In
everything, we need to carefully
consider and discern, for we can do
nothing against the truth, but only
for the truth (2 Cor 13:8).

我們教會的基本信條，已經透過基督的啟示，賜給早期的工人。(加 1：13)
每一個啟示都一定要好好的檢視，才可以決定它是來自於神，並且符合聖經的原則。
若它在聖經裡面，有一個完備真理的基礎，我們就應該熱心來傳揚，並且好好遵守這個教導。
在任何事上，我們要小心的考量和分辨，因為我們不能作任何事來違背真理，而只能站在真理的一方。

Hence, the IA Truth Research
Committee (TRC) was established
to defend the truth of the Bible and
to prevent wrong teachings from
creating confusion in the church.
Thank God, under the guidance of
the Holy Spirit and through careful
study and preservation of the truth,
the TRC members have been able to
clarify differing views on the truth in
recent years, and, in most cases, to
achieve consensus and validate the
common faith of our church.

因此，聯總真理研究委員會(TRC)的成立，就是要來捍衛聖經的真理，
防止錯誤的教導，在教會裡面造成混亂。
感謝神，在聖靈的引導，並且透過謹慎地研討，好好遵守真理，
真理研究委員會的委員，在最近幾年，一直都可以清楚地分辨各種不同的論點，
在大部份的案例中，都有一致的共識，確認了我們教會的共信之道。

Succession and Youth Ministry 傳承及青年福音工作

Our youths are the church’s future
workforce. Hence, the church has
been cultivating them in various
ways. In 1981, the IA established the
International Youth Fellowship (IYF)
to promote communication among
youths globally. Subsequently, IYF
conducted youth theological training
courses as well as fellowship activities.

我們的青年是教會未來的動力。
因此，教會在各各方面，一直努力培養他們。
1981年的時候，聯總成立國際青年團契(IYF)，來促進全球青年的溝通。
後來，國際青年團契舉辨青年神學訓練課程，還有團契活動。

During the WDC in 2011, the IYF
was replaced with the International
Youth Ministry Committee (IYMC).
The IYMC aims to train youths and
to encourage them to participate
in the holy work of their respective
local churches as well as pioneering
regions. Moreover, in 2011, the first
IYMC meeting and the Holy Work
Symposium were held simultaneously.
The IYMC members could also
attend the Holy Work Symposium
to understand the development of
global church work and how they
could assist in this work. We hope
that more trained youths will join the
pastoral and evangelistic workforce
to further the church’s holy work.

在2011年世界代表大會的期間，國際青年團契就被國際青年事工委員會(IYMC)所取代。
國際青年事工委員會目標想要訓練青年，並且鼓勵他們在他們各別的地方教會，以及一些福音開拓的地區，來投入聖工的工作。
不僅如此，在2011年的時候，第一次國際青年事工委員會和聖工研討會同時舉行。
國際青年事工委員會的成員也能參加聖工研討會，來了解全球教會事工的發展，並且他們可以明白自已要如何作，才能協助這項聖工。
我們希望有更多訓練好的青年，可以匯入這股牧養和傳福音的動力，能夠更進一步地發展教會的聖工。

At the same time, the church
needs to continue to show concern
for the faith and life of our youths.
We need to counsel them with
regard to marriage, family, and social
interactions so that they are equipped
with a sound biblical attitude towards
life, can build Christian families, and
become a stable support force for the
holy work.

同時，教會需要一直對我們眾多青年的信仰和生活情況表示關心。
我們需要輔導他們有關，婚姻，家庭，和社會互動，
這樣他們才會身上裝備好一個聖經健全的態度，來面對生活，可以建立許多基督化的家庭，
成為教會聖工一股穩定的支撐。

Holy Work—Long-term Plan and
Development

聖工 - 長遠規劃及發展

During the Holy Work Symposium,
delegates shared the development
of the true church in their respective
countries and the church’s future
plans and outlook. The content was
rich and the information precious.
The organizing committee also
presented a proposal on the vision of
global church development.

在聖工研討會的期間，許多代表分享了在他們各別國家裡，真教會的發展，教會未來的規劃及展望。
內容非常的豐富，資訊也非常的寶貴。
而組識活動的委員會也在有關全球教會發展願景的主題上，提出了一份計劃。

Participants of the symposium
proposed to establish a “Holy Work
Research and Development Center”
for spiritual cultivation, discussion,
training, deployment, and research.
The IA’s Executive Council decided to
establish a “Holy Work Development
Committee” to research and plan the
future development of the holy work.

研討會的與會者提議要成立"聖工研究及發展中心"，專門為有關屬靈問題的造就，討論，訓練，運用，研究。
聯總負責人會決定成立一個"聖工發展委員會"，來研究及規劃未來聖工的發展。

Facing the Age of Internet Ministry

面對網路福音事工的年代

The Internet has become a powerful
pastoral and evangelistic tool (cf.
Mt 13:47; Rev 14:6–7). Apart from
presenting our doctrines in written
form, the church should consider
using multi-media to introduce our
faith. In most countries, information
is easily accessible and available
through the Internet. With careful
planning and systematic execution,
the Internet can contribute to the
evangelism work. Although it can not
serve as a replacement, the Internet
can complement the printed media
and the in-depth study of the truth.
Written materials on our doctrines
and basic beliefs in the languages of
our target pioneering regions remain
invaluable.

網路已經成為一個很有力的牧養及傳福音的工具。(cf. 太 13：47；啟 14：6-7)
除了用書寫的方式來呈現我們的教義，教會應該考慮使用多媒體來介紹我們的信仰。
在大部份的國家，資訊透過網路是很容易獲取的。
隨著小心規劃及有系統的執行，網路對傳福音的工作也能有所貢獻。
雖然網路還不能用來取代書面的資料，但網路可以補足書面媒體的不足，以及深入的真理研討。
有關教義及基本信條的書面資料，對我們要針對去開拓地區的語言，這些幫助仍是非常寶貴的。

In conclusion, there are many
challenges facing the church as she
approaches her centenary. Therefore,
it is vital that we continue to labor for
the complete gospel with one heart
and one mind.

總而言之，當教會逐漸接近了一百年，她有許多挑戰需要面對。
所以，我們要一心一意為了全備的福音來繼續努力。

寫在第十一屆第一次世界代表大會之後

要擴張你帳幕之地，張大你居所的幔子，不要限止；要放長你的繩子，堅固你的橛子。因為你要向左向右開展；你的後裔必得多國為業，又使荒涼的城邑有人居住（賽五十四2-3）。

正如先知預言，二十世紀初期開始的錫安運動，促使猶太僑民，紛紛從世界各地歸回故土，於1948年5月14日「大?星旗」在巴勒斯坦地升起，亡國近二千年的以色列正式復國。然而此段聖經預言，更要應驗屬靈的以色列國（真教會）的復興。我們知道使徒末期因道理變質，神將聖靈收回。在這末世，照著聖經的應許，真耶穌教會於1917年，由聖靈重降而建立於中國北京，此後一路蒙主親自帶領，穩定發展。從中國大陸走向海外，從太平洋邊的島嶼走向世界，如今已遍佈五大洲，涵蓋約七十個國家，而且繼續不停地往各地擴展。聖經的預言：「這天國的福音要傳遍天下，對萬民作見證，然後末期才來到。」（太二十四14）正一步一步的實現。

以西結先知說：「以色列神的榮光從東而來。祂的聲音如同多水的聲音；地就因祂的榮耀發光。」（結四十三2）；《啟示錄》記載：「末世大災難之前有位天使，從日出之地上來，拿著永生神的印，印了神眾僕人的額」（啟七；參：弗一13）。以賽亞先知說：「末後的日子，耶和華殿的山必堅立，超乎諸山，高舉過於萬嶺；萬民都要流歸這山。必有許多國的民前往，說：來吧，我們登耶和華的山，奔雅各神的殿。主必將祂的道教訓我們；我們也要行祂的路。因為訓誨必出於錫安；耶和華的言語必出於耶路撒冷。」（賽二2-4）。《希伯來書》提到「我們今天乃是來到錫安山，永生神的城邑，天上的新耶路撒冷（得救真教會），有審判眾人的神，千萬的天使，新約的中保耶穌，藉著祂寶血赦罪的浸禮、聖靈的見證，得享永生的救恩，這是一個永遠不震動的國度」（來十二22-28；參：但二44）。

我們深信神的應許必然成就。為達成神所託付的時代使命，本會初期工人，領受全備得救要道、蒙賜聖靈的寶貴恩賜，及神蹟奇事的能力，靠著聖靈的大能，使真道迅速傳開。為著聖工全面推展，發揮整體力量舉行各種會議，在禱告中一起商議、計畫及推動宣道工作。1926年在南京舉行的代表大會中，決議設立總會組織、開辦神學訓練課程、發行及出版文宣刊物等，這三項決定對本會的發展有深遠的影響，使真道很快傳遍中國各地，陸續往海外發展。但自1950年後，中國教會因政治因素而與世界各地教會失去聯絡。在1967年由台灣總會發起、舉行「第一次世界代表大會」，不久成立聯合總會，再次整合全體教會之人力、物力資源，積極推動世界宣道任務，漸漸把福音工作，推廣到全球五大洲。在改革開放後中國大陸教會也逐步復興，又有大批信徒移居世界各地，使全球的教會能更進一步地加強合作，這一切都要感謝真神的帶領和祝福，相信真道傳到地極，指日可待！

今年「第十一屆第一次世界代表大會」於2013年3月26日至4月7日在美國爾灣教會舉開。這是第二次大會在美國教會舉開，距上次1989年已歷24年之久，這期間全體教會的進步和發展，是有目共睹的。目前兩年一度全球性教會會議，包括「聯總常務會」、「負責人會」、「真理研究委員會議」、「聖工專題研討會」、「代表大會」、「青年事奉委員會議」和「網路宣牧顧問小組會議」等多項內容及訪問活動，為期將近兩個星期。

為籌備此次會議，聯總各部門及籌備小組精心籌劃；各國總會、聯絡處全面的參與和配合；尤其地主的美國總會、南加州各教會，及爾灣教會更是用盡心思、費財費力，使大會得以圓滿順利的進行，並獲得豐盛的成果。全體與會人員感到極大的興奮和造就，深深感謝主的帶領、祝福；南加州各教會詩班、樂團在大會期間的獻詩，與同靈間的團契、交通，更顯主內一家的歡樂。

耶和華啊，?增添國民，?增添國民；?得了榮耀，又擴張地的四境（賽二十六15）。這殿後來的榮耀必大過先前的榮耀；在這地方我必賜平安。這是萬軍之耶和華說的（該二9）。

本屆大會主題「增添國民、擴張四境」（賽二十六15），是承續上屆主題「傳承」，進一步探討如何拓展神國境界，早日將真道傳遍於普天下，迎接主的再來。本會自建立以來，即將邁入傳教一百週年，又面對「全球化」風潮，社會快速變遷，影響個人的信仰甚大。為堅定信徒的信仰及促進教會發展，在牧養及福音工作，需要前瞻性、建設性的作為。聯總規劃「全球化與真耶穌教會的發展」系列聖工研討會主題，今年（2013年）則以「真教會百年來的回顧與未來展望」作為研討重點。

大會期間，所有與會人員集思廣益、貢獻智慧和心力，聯總也會將研討內容收集後出版特刊。茲將會中見聞分享數點感想，企盼全體同靈同心合意，繼續為所信的福音齊心努力。

一.教會組織制度的健全與興革

教會是屬靈的有機體，必須有合乎聖經精神的組織與制度。「真理研究委員會」決議：「教會的組織，不可超越聖經的教訓。要以神的僕人受主託付，以真理的教導照管牧養神家，以基督治家的精神為教會組織管理的原則（太二十25-28；可十42-45）；出於甘心和樂意，也不是轄制所託付的，而是作群羊的榜樣（彼前五1-4；徒二十28）。

使徒教會初期以使徒和先知、長老為核心建立教會的基礎；接著教會普遍在各地設立，就在各地按立聖職及選立更多工人，以各地教會能自立、自養、自傳為目標，當教會數增多以後，耶路撒冷和安提阿則漸漸成為聖工聯絡中心。今日教會的發展也是一樣，各地教會設立時，先培訓教會柱石，幫助其自立；當教會數增多時，漸漸有總會、聯絡處的成立，作為協調與聯絡機構。聯合總會也是這樣形成，目前聯總由七個總會、六個聯絡處及多處直屬傳教區組成。代表大會每二年開會一次，其目的以確立及統一教義，並在聖工上協調、聯繫、相互支援為主。大會決議，則由選出之負責人來擔任策劃與推動。目前聯總設置六個部門，分屬在東、西半球的台灣、美國兩個辦事處。

鑒於「莊稼多、工人少」，為著充實事奉工人，聯總因應需要開辦各種訓練課程，積極培訓專職傳道及宣牧志工人才。聯總也研討如何提供更多事奉管道，如：遴選足額之負責人，今年（2013年）就有六位新人被選為負責人；並在各部增置副部負責，由其他負責人或侯補負責人或具恩賜之聖職中選任之。旨在充實各單位人力，形成工作團隊，使聖工推行更加順利，並藉此栽培與儲備聖工之接棒者，具體實現傳承的目標。

二.堅守真理、維護教會的合一

教會是真理的柱石和根基（提前三15），教會的發展，也要在真道上同歸於一，才能長大，滿有基督長成的身量（弗四13）。神的僕人應當按著神的聖言講道，按著正意分解真理的道，使人歸正學義，行各樣的善事，以至於得救（彼前四11；提後二12-15）。教會要防範異端和似是而非錯誤的教訓，因那會敗壞人的信心，妨礙教會的同心，並且因為真道的變質而失去神的同在（提前四1、6，參：提前一3、19；約貳9）。

本會基本共信之道，是由初期工人從主領受啟示而來（加一12）。對一切的啟示，當慎重檢驗，是否出於神？是否符合聖經？若有充分聖經的依據，我們就要切實傳揚和遵行，凡事要慎思明辨、謹慎而行。因為我們只能扶持真理，不能抵擋真理（林後十三8）。「真理研究委員會」成立目的，就是要維護聖經的真理，防範錯誤的教訓來混亂神的教會。

感謝主，「聯總真理研究委員會」在聖靈的帶領下，委員們各個用心查考以及對維護真理的執著，在最近幾年的會議中，對一些真理上不同的看法，已逐漸釐清，多能達成共識，確立本會共信之道。

三.教會的傳承與青年事奉

青年是教會事工未來的接棒人，而教會向來重視青年之培訓。聯總為促進全球青年之聯繫，於1981年成立「國際青年聯誼會」，曾舉辦青年神學訓練與聯誼活動。因其階段性任務已完成，在「第十屆世界代表大會」決議改組為「青年事奉委員會」，以鼓勵及培訓青年加入各種宣牧事奉工作、參與及協助當地教會與開拓區聖工，漸漸成為福音的尖兵。

本次大會中同時舉辦「第一屆青年事奉委員會議與工作研討會」，青年委員並參與聖工專題研討會，了解教會聖工動態，漸漸熟悉各項事奉工作。委員會議中通過了未來青年事奉工作計畫，並選出正副主任委員及執行委員來推動各種相關之工作。我們期待青年接受培訓後，匯成宣牧聖工的生力軍，投入福音的工場，讓教會聖工永續發展。我們也盼望教會對青年的信仰與生活持續的關懷，尤其婚姻、家庭與社交的輔導，讓他們都有一個健全的人生觀與基督化家庭，成為聖工上穩定支持的力量。

四.聖工長期規劃與發展

「聖工研討會」，是由各國提供的資料，詳述百年來教會發展的歷史沿革，及對未來工作計畫與展望，共計四、五百頁，內容極為充實，是相當寶貴的資料。籌備小組提出「全球化發展願景建議方案」報告。我們知道全球化對教會發展會帶來的衝擊，如：1.世俗化大環境──個人主義、偏離聖經的道德觀，物質導向的價值系統，模糊的是非界線。2.物質生活的豐富與方便，帶來信仰上最可怕的敵人──安逸。3.網路資訊在傳播負面訊息的擴散力與破壞力等。我們當思索其因應之道。

當然全球化也對教會的發展帶來契機，如：1.對全體教會聯繫的加強，訂定開拓策略和計畫，建立緊密的福音宣牧網；2.對全方位事奉人力的需求，各種語言傳道人才之培訓，以及針對不同語言、文化志工人才之訓練與實習，可善用各國之資源。3.全球化與資訊科技的爆發，提供各地工人聯繫之便捷，工作團隊更有效率，在真理議題研究成果，也可迅速宣導，促進合一。

研討會建議設立「教會聖工研發中心」作為靈修、研討、訓練、差遣之研究機構，聯總負責人會已通過設置「聖工發展委員會」，作為研究規劃聖工未來的發展及相關事宜。

五.面對文宣網路的新時代

網路資訊的發展，提供相當好的宣道與牧養工具。網路宣牧無國界，也無時間限制，除以文字呈現教義內容以外，面對人手一支智慧型手機、資訊迅即汰換的世代，教會需考慮製作簡短有力的視聽影片，介紹本會的信仰和見證。若能設立視聽製作小組，精心策劃，有系統製作有品質的短片，透過網路傳播，將提升宣道的成果。當然，網路無法取代印刷文字對道理的深入學習，教會還是要引導信徒重視文宣品的學習，尤其對開拓區新的語文、教義和基本信仰的文字資料，是不可少的。
